All you have to do is open an RESP with a provider that offers the QESI. The provider will then apply for the QESI on your behalf.

Anyone can open an RESP for a child under 17—parents, grandparents, guardians, other relatives or friends.
You can start contributing as soon as the child is born or any time before they turn 17.
The Government of Canada offers the Canada Education Savings Grant and the Canada Learning Bond to help you grow your RESP.
